About the Association

The Residents' Association is managed by a committee elected by the members at each Annual General Meeting
It's role is to ensure the smooth and efficient management of the Bella Vista Residents' Association ensuring compliance with current association Rules and Constitution and Bylaws as well as all other applicable central and local government rules and regulations.
The committee is committed to the principle that no single member’s view should act as a veto over the collective and to ensure all significant actions and resolutions are the result of a democratic, majority committee vote. It is important to recognise that no member of the committee has power to act unilaterally or to override team consensus; it operates as a collective, and therefore, responsibility for its direction is shared equally across the entire committee.
 
Committee Responsibilities
 
Role: Chairperson
Chair general & Board meetings
Initiate or countersign all bank​ payments. Where payments are initiated by the chair a second authoriser is required for processing.
​Authorise Long Term Maintenance Plan and approve annual levies.

​Counter-signing covenant and contract documents.

Role: Treasurer
Financial Governance & Compliance
  • Maintain financial systems that comply with appropriate regulations.
  • Ensure appropriate insurance cover is in place.
Levy & Fund Management
  • Set, invoice, and collect annual member levies
Budgeting & Strategic Planning
  • Develop annual budgets and provide regular financial forecasts.
Banking & Reporting
  • Manage all bank accounts, bookkeeping, and accounts payable.
  • Present regular financial updates to the committee and the Treasurer’s Report at the AGM.
  • Publish audited annual accounts to the association website.

Role: Community Liaison
Facilitate inclusive communication by ensuring all residents can access and understand committee updates and governing documents, providing translations or alternative formats where necessary to align with their primary language.

Role: Secretary
  • Convene AGM, general & other Association meetings
  • Give notices to owners as directed by the Board
  • Record and maintain Association meeting minutes
  • ​Provide necessary information to the Registrar as required by the Act
  • ​Issue & receive correspondence on behalf of BVRA
  • Act as initial point of contact for issues and complaints

Role: Gardens & Grounds Member
Landscape Maintenance
  • Oversee the regular upkeep, repair, and enhancement of the grounds surrounding the Private Way and other shared association areas.
Infrastructure Oversight
  • Monitor the condition of common facilities and ensure the Private Way is maintained to the required engineering standards.
Design Compliance
  • Assist the Design Control Committee in ensuring that member landscaping projects align with the community’s visual harmony and design guidelines.
Contractor Management
  • Coordinate with external contractors for gardening, tree maintenance, and infrastructure repairs, ensuring work is completed to a high standard.
Strategic Improvement
  • Identify opportunities for landscaping upgrades or infrastructure developments that enhance the overall amenity value of the neighbourhood.

Role: Design Control Committee (DCC)
An independent subcommittee of the BVRA Management Committee established to preserve the unique character and visual appeal of Bella Vista .
​The DCC goal is to ensure architectural consistency for which purpose it is empowered to review and approve or decline all plans for:
  • New constructions.
  • External alterations and renovations.
  • Landscaping modifications.
